Nope. Booting both Gateway AND Classic Mode requires the Red card to be inserted at the time you try to launch it. You can however take the Red card out of your 3DS after its in those respective modes, though.
I think this way, Gateway isnt giving everyone free Region Free, they have to buy the card to get it. Although Regionthree just came out so theres an alternative for that.
