1. It's not as easy as being willing to update it... And actually no one cares right now since everyone can use it to get a CFW and permanent homebrew access.
2. Kind of due to my last sentence. It's really only used by devs who want to quickly send their files to the 3DS to test, but then most people prefer releases as CIA.

2. no, people like @nop90 are continuing to port games to the 3ds that support both 3dsx and cia formats
