I really wanna play out of region games, so I did some research

I got the ARM9 & FBI set but after that I dont know what to do in order to load the backup titles.
I tried to install the backup cia(out of region) with FBI, and the title shows after installation.
But after I choose the title, it just suck on the 3DS loading page.
Someone please kindly give me some advice on that. I did some research online and saw people have Dev Menu installed on there machine, is that matter? Any guide that I can follow if Dev Menu is needed
I am using a O n3ds xxl, and haven't do any modification before. Thanks a lot.
