So i see after you install a .cia that it becomes free to redownload in the eshop. Does that mean i can just put this account on another ds and download from the eshop too?

Nope, you can't. The eshop "see" that you have the title installed, so it thinks that you bought it and tells you that you can redownload it, but nothing changes into your online account, so on another 3DS it will shows normally "Buy"

Because your NNID Account haven't purchase this game (dlc,...)

The only way to actually link a CIA to your account should be directly hacking into Ninty servers, but i think is a little too complicated ( ͡° ͜ʖ ͡°)
