I downloaded dsiware cia of shantae riskys revenge (eu). But I want to transfer the dsi ware game to my dsi. Is there any way to do that?

If you mean DSiWare from a 3DS to DSi, titles have different file structure, so highly doubt it, but you MAY be able to convert it somehow from .CIA to whatever format the DSi uses to install titles. Not quite sure though...
Apparently, the hack guides have extends to the DSi, WiiU, Switch, and PSVita.
