Is it still possible to play psp games via an emulator of some sort or am I out of luck? If so how do I set it up?

Unfortunately, you cannot use ARK (the only way to play PSP games in firmwares above 3.60), as it was blocked by the release of 3.65. The only thing you *can* use is VHBL, which allows you to run PSP *homebrew*, which means you can run some emulators from the PSP era, for example.
