If I was to download a dsiware title from freeshop and copy the dsiware to the sd card of another sd card would i be able to get that dsiware to work?

I'm not 100% sure what you're asking, but probably not. By "of another sd card", I imagine you meant another 3DS? If so, then no. DSiWare will only work on the console that they were downloaded on, and titles downloaded via Freeshop won't be able to be system transferred anyhow.

You know in system setting there is an option to copy your dsiware title to the sd. Could i coy that to another 3ds?
No. Titles will only work on the console that they were downloaded on. Anything copied to an SD will not work on any other 3DS.

Why wont the titles downloaded from freeshop work with system transfer?
Because a system transfer checks what titles you legitimately own on Nintendo's servers. If a title wasn't bought legitimately from the eShop (or isn't a preinstalled title), it will not transfer. You'll need to properly purchase Legends of Exidia if you want to do a dsiware downgrade.

Nope, it's based on purchase history, and that's server side. The only possible solution which is already a stretch us cracking the bootroms and developing a manual system transfer.
