Just wondering if this is possible as I have an o3DS that I no longer use and would like to turn it into a dev unit. I have no real reason to do this other than I think it's cool. Is this possible? Thanks

AFAIK dev units have different bootroms, so not entirely.

However you can use Luma to enable some dev features, and you can launch Testmenu.

I don't think so, they just have different keys.
There was a tutorial somewhere else (which seems I can't find right now) that explains how to install the panda (dev) firmware to the 3ds.
Luma UNITINFO patches will allow you to use dev keys.
In conclusion and afaik, you can fully convert your 3ds into a panda (dev) unit with CFW :)

If you find that tutorial would you mind linking it here? Thanks!
