ROM Hack [Question] Convert CIA to 3DS ?

Hi,

I just got Dragon Ball Z - Extreme Butôden Demo from japanese eShop as CIA file and I wanted to know: Is it possible to convert it to 3DS file ?

Homebrew converted to cia can probably be converted to 3ds, but cia's of commercial ROMs lose some data that can't be recovered when converted to a cia file to do the reverse process.

IIRC, you cant due to the fact there is no header for .cia games and as Cherry Pie said, some data is lost
