Homebrew [Question] Action Replay and NDS Backups

Hallo Guys, it´s me again, but today I got another question.
1st: Is there any Homebrew App that allows cheat codes like Action Replay or is that even possible?
2nd: Is it possible to make Backups from Nintendo DS Games? I got Pokemon Perl with 800 Playhours and want to start again without losing my stuff forever D:

but you are asking about how to back up your ds games so it should be in the ds section. Plus if you had taken the time to check the ds section you would find the answer you are looking for also your first question also does not state you want cheats for 3ds

3DS homebrew can't interact with DS-mode games, so you'll need a DS flashcart or an AR if you want to cheat in DS games.
You can dump games/saves with a DS flashcart too, but not on the 3DS, the 3DS won't recognize the new cartridge when you hotswap.
