Gaming Question about Virtual Console games

I'm sorry if this has been asked before, but what exactly is a virtual console game? I dont mean to ask the obvious but the more technial aspect. Is it a rom file inserted into a emulation process dubbed "virtual console" and run on the system like regular pc emulators I.E. Fceultra, Snes9X, Gens plus Visual boy advance.

I was curious, i noticed some virtual console games have been modified from it's original content on the classic system to feature new content exclusively for VC ( Super mario advance 4 All e-reader levels, Megaman battle network series, All secret chips) I figured if its a rom file, can it just be extracted somehow and use in more common emulator instead of vc? Or least extract the data of the changes somehow and patch it to roms? Either that or just manually create patches, which i guess is harder than the other ones i mentioned before.

(Wasnt sure if this belong in hack category but it was a question about a game so i dunno.)
 
Oh, so if its a rom, how do i get it from the virtual console to run on emulator with the patches?
It's in the romFS (or whatever it's called on Wii U) or Loadiine dump (they're the same thing). It's in there somewhere. It may be inside a zip in some cases.
