Hacking Question about Rom Dumping

I posted a question a while ago about Braindump being unable to dump specific Roms. Upon further research, I learned about 9.6 crypto games and how they are unable to be played with Hans and dumped by Braindump. With that being said, can i dump 9.6 cyrpto games using any specific utilities on certain Custom Firmware? If so, what is the easiest way of doing so.

I'm probably taking too simplistic a view of your question, but if you have an exploitable 3DS you could use the gateway menu to dump games.
