does 600w 80% efficiency mean it takes 600w from mains and "gives" 480w to the components, or that it takes 750w from mains and "gives" 600w to the components?

No. 600W means it can supply 600w to the components for sure. The higher the efficiency rating, the lower the power draw from the wall will be (to achieve 600W supply to the components if needed).
