Question about bump/normal mapping software?

Hi,

I was wondering if anyone knows of any software that can take a texture for example and create a bump/normal map layer but merges them into one flat image.

I have tried looking and find sites that do it, but in the preview its applied to an animated sphere or shape rather than a flat image you can save.

I know Gimp has a bump map filter but this seems to apply to the entire images by pixels, rather than let's say outlines.

So for example if you had a brick wall texture, you could apply to the brick outlines and map them to give the impression that the bricks are raised out of the texture to look 3D in game. And able to use normal map so the bump filter doesn't make it look like a shiny plastic wall.

Bump maps are rendered In-Engine, not by the image itself. The engine calculates the lighting on the bump map to enhance an image which we don't have access too as texture upscalers. The only way to improve images from our perspective is to include pre-rendered lighting into the texture itself.

And thats what I'm asking, I know we can't do it to be how games use it, but like early days it gave the impression it was 3d by being pre rendered textures.

But I don't want like how gimp does it, applies to the entire image, id want to maybe auto detect edges, like bricks, face lines.
