I can confirm that re-formatting your system with different countries/states does not lead to getting the different new panels (at least not immediately). You need to clear all of the 1st puzzle set to unlock the 2nd set.

btw- TX Usa = Starfox 64 3D

I only completed 3 of the 15-piece puzzles and I unlocked the 2nd set. Possibly due to enabling Spotpass in Mii Plaza.. not sure yet.

The pink pieces are street/spotpass only. You can't use points to get them.
