Hacking PSP ONLINE GAMING?

I've been reading a lot online on how the dreamcast is still able to be played online. Why cant that be done with the psp and other consoles?

PPSSPP is an emulator, so yeah...

I don't know if you can play infraestructure with emu+psp in the same room, but I don't think you can play online. (psp servers aren't dead now?)
