IF and only IF the HDD is the problem, switching to a clean, working HDD and making a full USB update to the version it was it should solve the problem.

@itsharman have you tried another cable yet?

I used to work in second hand console and this was a very common problem with cheap £1 cables and third party pads. (The official PS4 cable is like £5 at GAME).

If you have tried better data capable cables, and the pads are legit DualShock 4’s and still nothing happened could it be the USB sockets are fried?

If not the cable: have you tried another HDD yet?

Unfortunately I don’t have another HDD or the original PS4 usb cable. Would I be able to get a decent one from Walgreens or CVS? I don’t have a GameStop near me.

UPDATE: The PS4 no longer directly goes into safe mode. Now it checks the HDD (the percent screen), then goes to a screen that says "Cannot start the PS4. Connect the DUALSHOCK 4 using the USB cable, and then press the PS button."

UPDATE 2: I tried using an official Samsung cable and it works! Now I just need to locate a 5.05 update file.
