Thats weird, so do you only get this with your PS3? Have you tried your PS3 on another TV, and the cable (if your using HDMI) on another device? Also does this occur while your playing a game or just on startup? You might want to try setting your PS3 to display at 720p only, if its at 1080i it may be an interlacing problem.

try on a normal TV or one that can use composite input using a ps1/ps2/ps3 component composite cable if you can test this way you can almost certainly blame the cable ..... if its the PS3 thats faulty it will show on any display
if its the cable see if you can loan one to test ...if it still shows glitches or artifacts then its probably the screen if it works fine on another other screen/tv
When did this start happening, what were you doing before it happened, did anything happen before this started i.e. any symptoms like power probs., probs. with games etc.
