PS1/2 [PS3] GTA IV Sound Problem?

I couldn't find any information online that helps.

But, when I play GTA IV, during the cut-scenes, sometimes the voices cut out (they become silent) and what seems like the radio plays faintly in the background.

Not sure why this happens.

In audio options, there is only stereo and headphones. I have surround sound, but when I turn that off and make it go through the TV it still does it.

Does anyone know if this is an issue within the game?
 
My disc is fine. It might have to do something with surround sound or a plug, but not sure.
 
I had this as soon as I got my PS3 with Arkham Asylum. The audio on the PS3 itself is set to surround by default, so go to:
XMB > Settings > Sound Settings > Audio Output Settings
Select HDMI, then deselect all of the settings that aren't "2 ch.", which is stereo.

If you want surround sound on your PS3, your speakers must be plugged into the Digital Out (Optical) socket on the back of the console.
