Alright, this has been going on for a while now, I updated to 3.90 m33-2 in hopes that it would fix it but it didn't...
Whenever I go to start a PS1 game, it won't work, it always comes up with "The game could not be started (80000004)", I really wanna get this game going.
My specs:
PSP 1002
3.90 m33-2
1.50 plugin
POPSLOADER: 3.80 v2 with PRX 3.71
Kernel: 3.90
Thanks in advance!

What game is it, where is it located in your memory stick, what type of file, and what version of pops?
Lots of questions.

Download the game again or download the original PS1 game and convert it to an EBOOT yourself.
You said that you wanted to get "this game going" so it might be the game which is not working.
Have you tried other PS1 games?

Is there a UMD in the drive? I always used to get 80000004 because of no disc.
It's a PS1 game, if you'd play them legally they wouldn't have required a UMD in your drive either, so why would they now? Also that error is 80020321 and can also be fixed by pressing Select and setting UMD ISO MODE to Sony NP9660.

From what I've read 80000004 may be caused by having wrong save files in the folder of your PS1 game, try backing them up and removing them from your MS to check if that helps.
It also may be a problem that you need to copy the KEYS.BIN to the EBOOT.PBP's folder.
If that also doesn't help try converting the PSX ISO to an EBOOT yourself.

Finally go it working, I had to delete the save data (why it had save data though, I don't know, I hadn't actually managed to play it yet). Works perfectly now, thanks everyone!
