Hardware PS Vita won't boot

My PSV then displays Japanese text against a black screen for one second then shifts to Japanese text on a blue screen with an error code C1-13870-9 and a button that says "Ok".

Pushing the button reboots the system into a gimped safe mode with only option 1 and 4 available. Selecting option 4 to restore the systems results in another error code, C4-3137-4.

I believe you bricked your vita. It happens to me too last month. What I did was I used qcma to update the my vita to the latest firmware.

This tutorial video might help you but you need a pc with qcma.
