One time license fee entitles play on up to 3 PlayStation® Vita systems activated by this account.

Go into any vita game page on the PS Store and you'll see that disclaimer.

There is only 3 activation slots that can be used across PSP, Vita, PS TV... If you have 2 activated PSP you can't actiavte 2 Vitas/PS TV and viceversa.

@Tom Bombadildo Sony has been extremely negligent telling people about this activation policy change, 99% of the information on the web will tell you the activatiomn limit is 2 but is actually 3.

This policy came into effect in 2013! Yet 9/10 users don't know about it, talk about negligence on Sony's side.
