So my friend bought a ps vita from ebay and the ps vita had a psn account in it but it wasn't logged in. He tried to format the whole system(without memory card) but he got a message saying "This system is activated with a Sony Entertainment Account. If you restore this system you will not be able to deactivate it later. Do you want to deactivate this system now?" So if he deactivates it and restores his ps vita, will he be able to activate it during the system setup or later on?

No. He will be able to link a PSN account, but it won't be an activated account. If you have a PS3, you can use that to send over a game which will then activate the Vita.

But if you can't login to the account, you'll probably won't be able to use any of the content on it anyways (like if you tried to use the PKG installer method to install Adrenaline)

Alright, I guess its time to buy a ps3(I need one for adrenaline anyways). Know any model I should get?

Doesn't make any difference really, any PS3 will do. If you want to hack it, any phat or Slims that have 3.50 as a minimum firmware is required. http://www.psdevwiki.com/ps3/SKU_Models < This will tell you the minimum firmware for various slim models.

Otherwise just pick whatever.

I have a vita 3.60 without any account. How do I enter my account offline? Thanks!

You have to do a system restore. When setting up the Vita for the first time, you can enter PSN account details before updating the firmware.

Sorry to butt in but I have a related question. I have 3 vitas on 3.6, each activated with my psn account. They are all on flight mode and not connected to the internet. If I buy a ps4 and sign in with my psn account will I be allowed to as I have read that you can only have 3 devices activated to one account?

That limitation only applies per console, not all devices total. That would be insane if it were 3 devices only.

Also, the limit for Vita's is actually 2 per account, but it doesn't matter unless you actually activated those Vita's either using a PS3 after PSN spoofing broke, or as normal before PSN spoofing broke.

(Linking an account =\= activation)

Thanks for replying. So if I buy a ps4 and use the same account I should be okay?

I don't think you can activate with a PS4.

He's not talking about using a PS4 to activate, he just means logging into his account and that's it. He was confused on the fact that Sony only allows a certain number of consoles to be activated under one account at a time. ie. You can only have your account signed into and activated on 2 PS3s, 2 Vita's, 2 PSPs, the PS4 technically allows 2 etc. He thought you could only activate your account on 3 devices total.

So @RitchieRitchie, yes, you'll be fine.

Actually the vita has a 3 limit activation now days, this was bumped from 2 when the PS TV came out since it shares the same "handheld" slot.

I know because I have 2 Vitas and one PS TV activated under the same account and I can freely swap memory cards alomg the systems and play all PSN bought games just fine.

Thanks for replying. that's the situation I'm in - I have 3 vitas activated to one account. If I get a ps4 do you know what will happen when I sign in? Will it deactivate one of my vitas? And if my vita is offline how would it 'know' it had been deactivated? Apologies if these are noob questions!

No, you won't be deactivated from any system, you can download and play games on 2 PS4 systems, 2 PS3 systems and 3 "handheld systems" (PSP/VITA/PS TV), so you can download and play games in a total of 7 systems across all this systems at the same time without having any activation issues.

Also, even if you tried to sign-in and play games in a fourth vita you wouldn't be able to until you manually deactivated one of your other vita systems, they won't deactivate automatically, they simply won't play and ask you to deactivate one of your other vitas.

Awesome! This is exactly the information I was looking for, much appreciated! Hypothetically speaking, if I had a vita stolen and the thief never went online, would I ever be able to deactivate it?

It's actually 2 of each. 2 PSTVs, 2 Vita's, 2 PSPs.

If you don't have access to it, the only way to deactivate is by using Sony's online account system. But, unfortunately, you can't deactivate just one console, they make you deactivate all of them (so you'd have to re-activate any other console you have).
