Well downforeveryoneorjustme tells me that it's not just me, and it's down for them too.

Also that google webcache isn't really worth much because it won't let us access other pages of the site.

I have PokéGen, PKHeX and A-Save, but I don't have the others.
(Note, I don't know if my A-Save is latest version, I downloaded it a long time ago and there might have been updates since.)
PokéGen is latest, I believe PKHeX is the latest one from the download available on the forum post (I think it's possible to get the one from Github and compile it to get an even more recent version, but there must be a reason why they didn't make that one available for download directly in the thread.)

Do we have any info on why ProjectPokemon is down? I haven't found anything, and was wanting to get the latest update for the Modified 3DS Cyber Editor program...

It's just because the administrator of the site told the server to just refuse connections so that the forum software isn't being used and can be updated. It's normal.
