Program that Letterboxes video to put on DVD

I've been burning DVDs of movies I downloaded, and they're all in normal movie aspect ratios like 2:39 which don't look good on my TV. Windows DVD Maker crops it to make it 16:9, SUPER does nothing to the aspect ratio so everything looks super tall. I can tolerate both, but it would be better if there was a program that letterboxes movies (in MP4 and Xvid), preferably one that can output to VOB too, if not that's ok. Thanks!

vso convertx2dvd lets you pick the aspect ratio, but you'll to register the program if you don't want a watermark.
