Homebrew Problems with an unknown filesystem/fileformat. Can anyone help?

I have ripped a soundfile from an DS/3DS rom, but I can't open it.
The file extension is .arc but i wasn't able to open it with any tool.

It says that the archive is unreadable and requires a password or keyfile.

ARC is an archive type, there is a tool (not the one linked above but something game modding specific) to open them, however that tool doesn't work with all ARC files as there seem to be multiple formats of ARC files. I don't know what the tool is called though.

I had already tried Tinke and when I open it as a pack it read some data which aren't useful.
(in some files is just nothing and in some just random text without a header)
