Gaming Problem with copying stuff in cmd

So I got a problem on my computer right now (who doesnt

), and was wondering if you guys could help me?

I have figured ot how to fix the main problem, but to do that I need to change a file in the windows folder, while being in cmd in safe mode. When Im trying to use the COPY command, I get a "Access is Denied" error?

Note: I am the administrator on the computer.
 
The file is probably locked because it is in use.

Download a Live CD such as Bart-PE or Hirens and do it from there.

You can use takeown to take ownership of the file. You can use icacls to change the permissions on the file. Also check the file attributes with the attrib command.

I managed to replace it now.
Sadly it didn't fix my main problem.

My main problem is that when I try to start a application (Skype, MSN, Spotify...) I get a error that says this:
