Hacking Problem with CFW

Well, i bought an old 3DS and i tried to install boot9strap, the installer detected that a9lh was already installed, i tried to boot hourglass with start/power buttons but it did nothing, the console booted like nothing, i looked inside the 3ds sd card and there is no folder or archive related to cfw.
I suspect that the console had cfw before but uninstalled before selling it.
Is there any way to install cfw anyways?

Tried to link you to the guide's correct section but I can't post links. Use the a9lh to b9s section, get b9s, update cfw, update system, and you should be good.

welp, it wont launch anyting with the start/power buttons
