I've seen such things on old PCs with failed CMOS battery (lost time+date) because the certificates were all invalid (valid in the distant future from the perspective of the PC).
Since this is a phone, I'd assume it always pulls the time from the internet.

If this were my network then it looks like it'd be a DNS issue. Can't say for sure with yours though 
Disabling https filtering seems to fix it.
