Hacking problem in installing a cia theme

recently i downloaded the cia themes of pokemon gold and silver from that iso site i tried with fbi it gives me
"faild to install theme cia file code 0*D8E08025"
i tried with BBM but i can't even find the cia file with it!!
any help would be appreciated
am using o3ds..gateway emunaned 11.2

i like gateway for its cheat and .3ds roms so ?

i think i will stick with gateway for the meanwhile because of i like "cheats"...i tried to google themely is it work for my gateway emunand? and will it install my themes package.cia ?
