ROM Hack Probably a Stupid Question - Folders

I have FBI and Homebrew on my N3DSXL. Is there a way to make folders to organize all the icons on the homepage?

I'm sure it's been answered, but when I search "folders" I get a lot about installing things on flash drives and such.
