Hi guys,
is there any way to get private header from digital downloads or pre-installed?

The point of a private header is that there's only one possible person using it at any given time. If a header is not from a copy of a game that only you own, it is by definition not public and might get you banned online regardless. Note that headers are not a problem with CIAs, however.

Thank you for your answers. Also I have too many DS games, is there any chance to use them for header?

No. Just buy a crappy $5 3DS game from your local gaming shop.
To add to that advice, make sure it's brand new and sealed so you no there's no possibility that somebody else has already harvested its private header. Then clearly mark the cart so you'll know which one it came from and never, ever sell the game on, as doing so would permit somebody else to use the same private header possibly resulting in a ban.
