I'm trying to patch the game in deltapatcher, but it says that the file I'm trying to patch isn't the right one.

What is the rom file you used to patch the game? I'm using one I found on the site linked on the roms subreddit, and it is a japanese .nds file.

Any help is appreciated. I loved rockin' pretty as a kid and I really want to play with those characters.

Yes it's Japanese .nds file and should have checksum CRC32: 37F513C2
Try to calculate in 7zip menu to make sure you are using the right one.
As for patching tool I used xdelta UI the one stored on Romhacking.net and should work fine with included xdelta.exe from 2009 build, but also with recent one.
Successfully patched game should have CRC32: 755AA754
