i have PQI I-Power 7800 with output 5V-1,5A (max)
should i use it to charge my 3DS

Unofficial chargers are usually a bad idea with the 3ds.

its just a usb power bank
assuming you bought one of those 3ds usb charging cables, it should work fine

3DS is 4.6V 900mA
1.5A is too high.
