The official app for PS3-link doesn't exist on PSTV. If there was a way to install it, it would be very similar to installing native Vita games unofficially. So basically... No, unless/until there is piracy on the PSTV.

ok, one more question. is there anyway for me to play backed up ps1 games through a hack that is compatible with pstv?
