It doesn't say so on nintendo's website so maybe is not true. If you can't find it listed at nintendo virtual console list then is not a virtual console game. Most likely is the famicom version so maybe is part of the japanese eshop?

UPDATE: It is confirmed to be on the japanese eshop for wii u as the famicom version by wikipedia.
