No, not with the Wii U DS Virtual Console emulator. DS local wireless communication is not emulated there, so a Wii U DS VC game cannot trade or battle with a real DS/3DS over local wireless.
Pokémon Bank / Poké Transporter is a separate 3DS transfer path for supported games, mainly Gen 5 DS cartridges and the 3DS Virtual Console releases of Gen 1/2. It does not make Wii U DS VC injections communicate with real DS hardware, and it is a transfer service rather than normal local trading.
