How do you get the azure flute in pokemon platinum to catch arceus without cheats or codes or events?
 
The Azure Flute event was never released.
Nintendo decided not to for reasons unknown. It's extremely unlikely that Nintendo will offer and Azure Flute event now that HG/SS is out and B/W are close to release date.
There was a generic Arceus event, though. If you missed it, you won't be able to get Arceus with trading or cheats.

Cheating is the only way you can activate the Azure Flute event.

You always can download the ROM for the Distro, but you need two DS's and a flashcart + Retail Cart, or two flashcarts.

That's a waste of time unless you really want your game to remain hack-free.
 
Just hack the SAV file. It changes the same bits of hex code that the event would, and you can do it without access to a time machine.

P.S. keep a backup...just in case. The existing Pokemon save editors aren't foolproof.
