Install ultramoon cia via fbi ＞ install update 1.1 ＞ install update 1.2 ＞ launch ultramoon ＞ show 3ds logo ＞ blank screen ＞ back to home screen

Anyone know this problems solution?

mine old 3ds xl, latest luma, latest b9s, latest original firmware.

You don't need to install the updates incrementally, the latest update is enough.
Anyway, you probably just need the seed. Easiest way to get it is to just go to the game page on eShop which will update the seed. Alternatively, you can find the game in the title list in FBI, and there should be an option to download the seed.
