Gaming Pokemon SS Suicune Help

I beat four gyms in Kanto, found Eusine and Suicune at Route 14. When I get to Cerulean Cape near Bill's house, he does not spawn. What did I miss? Can someone help me out here?

He only spawns AFTER beating Red.

wrong...suicune appears and spawns before you even fight RED...

ok i caught suicune just now.. so imma tell you the steps..

1st: you have to get atleast these badges...
Saffron badge,vermillion badge,Erika's gym badge(forgot the gym name)
when you first arrive at cerulean city, the gym is empty right?
firstly you have to go to power plant.. go to the east of cerulean city
surf down and you will see powerplant
go in and talk to the manager located nearest to the giant machine( he's fat)
after that.. leave.. but then a a phone rings and the sentry(police man outfit) alert the guy nearest ot the comp
now head to cerulean gym(water gym)"misty)
a rocket grunt is inside.. he saw you and bump into you
he leave after that..
now head to the nugget bridge(golden/light brown bridge)north of cerulean
he will saw you and he will hide in between the couple
talk to the grunt and he will battle with you.. win him and he will leave
now head to bills house.. theres this empty space there..(route 25) far right.. you will see misty and a guy dating..
the guy saw you and runs off.. misty will talk to you about something and leave
go back to cerulean gym..
win misty and get the badge
now head back to where you saw misty and the guy(route 25)bills house
suicune will be there waiting for you.
(Note: you have to see suicune at cianwood city(johto)-near mt morta(route 42)(johto)-(kanto)(near the windmill or whatever its called"near the edge of the water)route 14.. - and finally it will be outside bills house after you beat misty)
