By running the game without codes, everything worked, it was possible to use evolutionary items, and by running them in turn with different codes enabled, I found out that evolutionary items break the restore code.

These cheats definitely need to be enabled before the game launches on Emulator or they wont activate.
Also this still works in 3.0.1. I tested both Switch/Emulator - Literally 2 random shiny pkmn on screen no sandwiches just shiny charm

Pkhex is very easy to add items to your own save. Better to learn how that way you can add anything you want anytime. Tons of YouTube guides to do this.
