ROM Hack Pokémon Running mod

I made a patch using previously discovered methods of allowing your character to run anywhere (indoors and outdoors, just like the newer Pokémon games).
This is an extremely easy modification to replicate. I practically took a 1-byte patch and turned it into an IPS file.
As a bonus, I changed a small part of the game's text to remove the part about running outdoors only. Enjoy!
