What tools do you use to hack the DS Pokemon games?

Most likely you decompile the game and study its code. Edit it using a HexEditor or something along those lines. Then recompile it. I haven't tried it before; but I can assure you it's something like that.
Maybe someone knows for sure, otherwise Google is your Friend.
