ROM Hack Pokemon OR Cave Horde Encounters Missing?

Okay so I've been playing a mod of Omega Ruby that I compiled, but I've noticed that Hordes in Caves aren't showing up. I know I need the 5th badge to encounter hordes, but I am starting to think that it was a tiny error in the rom? I'm playing a 721 randomized hack and some of the PKMN are only in cave hordes. I encounter the hordes in the grassy areas all the time. So I just wanted to know if I'm the only one with this problem?

Are you using the move Sweet Scent or the item Honey?

I didn't realize that's what I had to do to encounter hordes in caves. In X/Y you didn't need to.

I don't think you necessarily need to, but it guarantees a horde if it's available.
