ROM Hack Pokemon In-Game Event Editor for 3DS

Hi everyone. I am working on a few Pokemon ROM hacks of X/Y and OR/AS. But in order to finish them, I need to edit in-game events (Such as meeting Latios/Latias in OR/AS, or where you obtain the Mega Ring in X/Y). If there is a tool out there that would help, please let me know.

There isn't one.

Feel free to reverse engineer the appropriate areas and post a proof of concept, else wait for someone else to figure it out.
