Like this thread answers says, it WORKS with Flashcarts, it's just not stable yet. Wait up a little more and try again.

I was experiencing the same problem with my brothers account, whereas mine was working fine.
I solved this by going into his account on pokemon.com and MANUALLY accepting the PGL terms in his profile. Unfortunately I can't link you specific part of the profile, but I'm sure you'll be able to figure it out.

Delete your cookies and cashe, try a faster browser if necessary.

The site is still not complete so it is not functioning properly just yet.

I deleted my cookies and tried again and it worked instantly.
