Pokemon Emerald Pikachu Lightning Rod

Hi guyz, I wanted to know how can I get a Pikachu with Lightning Rod on Pokemon Emerald WITHOUT cheating.

I captured more than 90 Pikachus and nothing, no Lightning Rod.

Help plz, without it I won't rest my mind and progress through the game :/

Lightningrod is a "hidden" ability, which means it only comes in through certain events and dream world stuff in later versions.

Pikachu cannot have it in Gen-III.

Woof, thats too bad. I cant imagine what it must be like to capture 90 pikas to learn that it doesnt get it in Gen 3

Sidenote where do you catch a Pika in Emerald?

At least I have a Pikachu with Light Ball + Volt Tackle, its somethin I guess.
