you can challenge the gym leaders of Kanto,Johto,Hoenn,Sinnoh gym leaders and champions,but no elite four guys

Usually the legendaries from the covers have 150 base stat in one categorie.
Better than they is Mewtwo with 154 on base Sp Atk,
then we have Black Kyurem with 170 Atk and White Kyurem with 170 Sp Atk
and even more impressive is Deoxys, who have:

180 in Atk and Sp Atk in Attack Form or
180 in Def and Sp Def in Deffense Form or
180 in speed in Speed Form
