is it possible for me to use pokemon bank to transfer from pkmn black 2 rom on dstwo to pokemon bank and then transfer to pkmn X? I want to do a hack sav file on pkmn black 2 to upload all 600 pokemon to the bank and transfer to X

you can't, pokemon bank reads the save in the cartridge, which wouldn't be there in the case of a flash cart
