Hacking PLEASE HELP ME WITH MY POWERSAVES :(

my powersaves dont work. All i get if a flickering screen.
ive tried different pc, usb ports, licking the cart, damp cloth, nothing.
However i went into the xml file of my software and there it says version=1.0
can someone please give me a link to version 1.15, i downloaded from the site but thats where i got the version=1.0
also it says REGION_EU
i deleted the xml and tried again nao it says REGION_JP
ive contacted datel they comfirmed my license key is american...
I've also tried another mini usb cable. It doesn't work either
HERES SOME INFO:
I made my save file BEFORE the 1.15 update and BEFORE the newest 3DS firmware was released
I have windows 8 x64 and downloaded from the official website the windows 8 setup
WHAT DO I DO PLEASE HELP

I wouldn't go removing XML files, I guess they're there for a reason.

I have exactly the same problem.
It seems that the xml file randomly changes from region_EU to _JP.

It's sad cause I've tried almost everything........I guess I gotta return this now...........
